Low Turnout in Pennsylvania

Between the rain, it's raining in Maryland too, and a dispirited Democratic base, there is not a meaningful contest on the Repulbican side, primary day turnout is very low.

Bad for Specter. He has always drawn significant support from the minority community, particularly the AA community, and if this is a a low turn out day, it is highly unlikely that Specter can pull this out.
